Add cloud build workflow to project template

In a project generated by a template, pushing any tag with the pattern "v*" should result in the creation of release with a binary hosted as a github asset. The link to this github asset can be used in the OTA service section of the machine configuration for over the air updates to firmware. In order to properly support this feature, the user must go to the Settings tab of their repository, click the Actions sidebar tab, and check the "Read and write permissions" box under "Workflow Settings". NOTE: The docs should not be updated until we have fixed Github link support for OTA; please stay in communication with the Dev team on this.
