Stream Server panics when image.Bounds is nil

Add a camera that takes a while to configure - seems to happen when a bunch of modules and models are in a config - see the following logs:

I believe we’re not decoding a non nil image - try to produce that state in a software test and address that failure case.

Acceptance criteria for fix: viamrtsp streaming behaviour does not change with customer demo machines.
